Mission Statement
The mission of the Dare County Airport Authority is to manage the operation, maintenance, and improvement of air services and facilities for the use, convenience and benefit of the air traveling public. The Dare County Airport Authority shall seek to improve the economy, safety and welfare of Dare County and shall endeavor to be the leading provider of airport services in eastern North Carolina.

Members of the Airport Authority
Members of the Dare County Airport Authority are elected by the Dare County Board of Commissioners. The Dare County Airport Authority operates under the bylaws initially adopted on September 22, 1993, and amended on September 29, 2004. The Airport Authority also handles staff and personnel matters. The Dare County Airport Authority meets at 6 p.m. on the last Wednesday of the month in the Dare County Regional Airport terminal conference room.
Fred Newberry, Chairman
Fred Newberry is a native of Macon, Georgia, but spent most of his professional career in the Washington, D.C., area. Newberry completed 31 years of federal service and retired from the Senior Executive Service (SES) in the Federal Bureau of Investigation (FBI) as its Chief Information Security Officer and chief of its Information Assurance Section.
Newberry also worked in intelligence and information security for the U. S. Navy when he was assigned to the National Reconnaissance Office (NRO) as deputy chief of the Enterprise Management Operations Center, providing information network and security operations monitoring. In addition he served many years for the U. S. Navy in various other senior management positions.
Fred received his Master of Science in computer science from The George Washington University in Washington, D.C., with a major in software engineering. In addition, he received a Master of Science in national resource strategy from The Industrial College of the Armed Forces (ICAF) at the National Defense University at Fort McNair in Washington, D.C. He received his Bachelor of Science degree from the University of Georgia in Athens, Georgia, with a double major in chemistry and zoology.
Newberry's private sector experience includes employment at Cisco Systems, as Client Solutions Director – Cybersecurity, providing information security consulting services to Federal clients and Fortune 100 companies. Currently he is Global Director of Information Security for BDP International working remotely from the Outer Banks. He previously served on the Town Council for Southern Shores.
Fred is a private pilot and instrument rated. He has been a long-standing member of the Airplane Owners and Pilots Association (AOPA) and the Experimental Aircraft Association (EAA).
Charlie Davidson, Vice Chairman
George Henderson
George is a resident of Manteo and was appointed to the Dare County Airport Authority in the early 1970s. Over the years, he has served as the authority's chairman, vice chairman, secretary and treasurer. Henderson has also served on several Dare County Airport Authority committees.
Wally Overman
Wally Overman, who formerly served as vice chairman of the Dare County Board of Commissioners, brings to public service a wide range of executive-level management experience in the international textile industry. Throughout his career, he has helped companies create jobs and stay competitive by providing insightful cost analysis, methodical research and outstanding customer service. The systems he developed in business have become a vital part of his work today to provide Dare County residents and visitors with exemplary local government services that are cost effective. Overman earned a degree in textile technology from North Carolina State University. He is member of the Phi Psi Textile Fraternity and past president of the Textured Yarn Association of America.
Ervin Bateman (Dare County Commissioner)
A sixth-generation resident of Kitty Hawk who resides on the property where his great-grandfather was once raised, Ervin Bateman was elected to serve on the Dare County Board of Commissioners in 2018. Ervin has more than three decades of public service experience, having served on the Kitty Hawk Town Council and Kitty Hawk Planning Board prior to taking on his current role as a Dare County commissioner.
Ervin has been in the restaurant business since 1990 and is the owner of Sugar Creek Restaurant in Nags Head, where he enjoys meeting and interacting with a variety of visitors from across the country and around the world on a daily basis. He also especially enjoys watching his longtime customers who frequented Sugar Creek as children grow up and return to visit the restaurant with new generations of their families.
In addition to the Dare County Board of Commissioners and Dare County Airport Authority, Ervin also serves on the Dare County Audit Committee, Parks and Recreation Advisory Council, Dare County Library Board, Health and the Dare County Health and Human Services Board.
He is particularly passionate about providing much-needed resources and assistance to those in the Dare County community who struggle with issues related to alcohol and substance use, playing an integral role in establishing Dare County Recovery Court and securing funding for Outer Banks Dare Challenge.
His volunteer experience includes serving as co-founder of the Outer Banks Relief Foundation—which was established in 2002 to provide funds for individuals living with debilitating diseases and to help people in crisis—as well as co-founder of Outer Banks Sporting Events, where he was instrumental in creating the popular Outer Banks Marathon event.
In addition to being an avid runner, cyclist and boxer, Ervin is an animal lover who also enjoys watersports and traveling. He has been married to his wife, Teresa, for nearly 50 years, and has a son, Jonathan, who is a local charter boat captain.
