At its meeting on August 10, 2026, the Board of Commissioners (the “Board”) of the County of Dare, North Carolina (the “County”) will consider the adoption of a resolution which will authorize the County to proceed to:

(1)        enter into an Installment Financing Contract in an amount not to exceed $67,000,000 (the “Contract”) to finance (a) the acquisition, construction, renovation, redevelopment, equipping, and improvement of a public works facility located in Manteo in the County (the “Public Works Facility”), together with related site development and appurtenant improvements thereto, (b) the acquisition, construction, and equipping of a new emergency medical services (EMS) station to serve the Town of Nags Head and the surrounding area of the County, together with related apparatus bays, site improvements, furnishings, and equipment, and (c) the construction and equipping of a new athletic field house at Manteo High School, together with related site improvements, furnishings, and equipment (collectively, the “Projects”); and

(2)        execute and deliver a Deed of Trust, Security Agreement and Fixture Filing (the “Deed of Trust”) related to the County’s fee simple interest in the real property on which the Public Works Facility will be located, together with the improvements and fixtures thereon (collectively, the “Mortgaged Property”).

The Mortgaged Property will be located at 1018 Driftwood Drive, Manteo, North Carolina 27954.

The Mortgaged Property will be mortgaged under the Deed of Trust.  The Contract and the Deed of Trust permit the County to enter into amendments to finance or refinance additional projects using the Mortgaged Property as collateral and the County may or may not grant additional collateral in connection with such amendments.  On payment by the County of all installment payments due under the Contract, including any future amendments to finance or refinance projects, the Deed of Trust and any lien created thereunder will terminate and the County’s title to the Mortgaged Property will be unencumbered.

NOTICE IS HEREBY GIVEN, pursuant to Section 160A-20 of the General Statutes of North Carolina, that on August 10, 2026 at 9:00 a.m., or as soon thereafter as practicable, in the Board of Commissioners’ Meeting Room, Dare County Administration Building, 954 Marshall C. Collins Drive, Manteo, North Carolina 27954, a public hearing will be conducted concerning the approval of the execution and delivery of the Contract and the Projects financed thereby. All interested parties are invited to present comments thereon at the public hearing.
